He can be found at 150.6, 77.99, 142.14. Specifically, after zoning into Abysmal Sea with the Magus, turn to your left and go out the door.
Immediately turn to your right and go around the building, do not go down the stairs. Tillgar is the first NPC against the side of the building.

Head back to Abysmal Sea and hand the 4 Freeport Stout to Tillgar

From Tillgar, turn around and head south/southwest out to the starboard (right) bow.
You must have the Cristov’s Red Wine in your inventory, otherwise he will not respond with quest dialog.

Cristov Clementstein says, 'Why hello there. I see that you are a fellow wine connoisseur like me. I am of course referring to that bottle of Cristov's Red Wine you have in your possession. That is my award winning recipe! Did you just arrive aboard the ship? I have been here for a while. I am very [excited].'
